Rafet Awad
Lieutenant Rafet Awad was appointed to the New York City Police Department on September 29, 2000. After completion of the Police Academy, he was assigned to the 70th Precinct. In 2004 he was assigned to the Community Policing Unit. He was promoted to the rank of Sergeant in June of 2006 and assigned to Transit District 30. In 2007 he was assigned to the Community Affairs Bureau, Immigrant Outreach Unit.
Lieutenant Rafet Awad was appointed to the New York City Police Department on September 29, 2000. After completion of the Police Academy, he was assigned to the 70th Precinct. In 2004 he was assigned to the Community Policing Unit. He was promoted to the rank of Sergeant in June of 2006 and assigned to Transit District 30. In 2007 he was assigned to the Community Affairs Bureau, Immigrant Outreach Unit.
During that time, he cultivated and built relationships with the various immigrant communities city wide. These relationships ultimately led to many cooperative resolutions between the community and the police department. In the Community Affairs Bureau, he organized many community events and forums for the Police Commissioner. He was also essential to the formation of the Police Commissioner’s youth Soccer and Cricket Leagues. In 2014 he was promoted to the rank of Lieutenant and assigned to the 122 pct. and then to Patrol Borough Staten Island as the Special Projects lieutenant. Lieutenant Awad is currently the Commanding Officer of the Community Affairs Unit for Patrol Borough Staten Island. He and his wife Theresa are proud parents of three children; Sophia, Maria and their son Oudeh.

Rose Kerr
Ms. Kerr has spent her entire career in service to the school children of Staten Island. She began as a day-to-day substitute teacher working her way up to middle school science teacher, assistant principal, and founding principal of the Staten Island School of Civic Leadership (SISCL); thereby re-establishing the K-8 model on Staten Island.
Under her leadership, SISCL reached acclaim as the top-rated public school in New York City.
Rose Kerr currently serves as the Education Director for Staten Island’s Borough President, James S. Oddo, whose administration has put a strong emphasis on educational initiatives for the Staten Island students. Of particular note, working with the Borough President, a founding team of staff, parents and educators, Ms. Kerr helped create Bridge Prep Charter School, a public school dedicated to students with reading challenges, such as dyslexia. Ms. Kerr continues as the Chair of the Board of Trustees for the school. Ms. Kerr holds a post- graduate degree in School Leadership and graduate degrees in Science and Education. |
Miriam Prat-Jerez
Miriam Prat Jerez has devoted herself to the care of children and families of New York City. She began her career in 2009 by working with survivors of human trafficking and teen prostitution in the Bronx, NY. This inspired her to continue working with children and teens, particularly in underserved areas. After earning her master’s degree in Mental Health Counseling, she decided to specialize in pediatric behavioral health. She has worked in inpatient, outpatient, school-based, and clinic settings for over 10 years.
She joined Staten Island Mental Health, a Division of Richmond University Medical Center in 2016, as a therapist at the Chait Memorial Clinic. She was then promoted to supervisor and subsequently to manager. |
She currently oversees the pediatric outpatient and school-based clinics, an adult clinic, the Health Homes Serving Children program, and the Court Involved Youth Initiative. Additionally, she serves as the clinical director of two SAMHSA federal grants aimed at improving the lives of Staten Island children and families, Project LAUNCH and Trauma. Miriam attributes the success of the clinics and programs to the dedication and professionalism of her team.
Miriam is a Queens resident, a law enforcement spouse, and a mother of two children, Cooper and Miranda. Miriam has a B.S. in Psychology, and a master's degree in Mental Health Counseling. She is expected to graduate in December 2021 with an MBA in Healthcare Management. She strives to have a lasting positive impact in the community as she firmly believes that every child should grow up safe and loved.
